Tropical Storm Isaias forms in Caribbean

HOUSTON — Tropical Storm Isaias has formed in the Caribbean.
The system became organized enough to be named at 10 p.m. Wednesday.
The storm’s path appears to be headed toward Haiti,then the Dominican Republic and should affect Florida.
There are tropical storm watches and warnings in place.
The system could pose a threat to Florida by the weekend.
